So far, we haven't heard any complaints from users about receiving a message to try again later while accessing their archived payroll tax reports. For now, let's open your account in a private window. This allows QuickBooks Online to start with a clean slate.
Here are some keyboard shortcuts to access an incognito window on supported browsers:
Once you've logged in to your company on the private window, access your archived payroll tax reports once more. If it works, I recommend clearing the cache on your regular browser to clear outdated files. You can also use other supported browsers.

I also had an issue filing the 1099s, eventually I did see a confirmation of the transmission and mailing. Hope that is accurate. Plus, I received an error message in trying to file annual Federal 940.

I've checked our end and there's no reported case where customers are unable to file 1099 and 940 payroll forms in QuickBooks Online (QBO). We can follow the steps provided by my colleague to troubleshoot web browser-related issues. Once done, prepare and file your Federal 1099s with QuickBooks Online by following the steps in this article: Create and file 1099s with QuickBooks Online. Also, the IRS Form 1096 and 1099s let you effectively track the money you paid to a non-employee. You can learn more about this by checking out this article: 1099 FAQs. On the other hand, may I ask what specific error message you have encountered when filing the 940 form? This helps us better isolate the issue. The 943, 944, 940, and some state withholding tax forms are due at the end of the year. We’ll send you reminders when these are due. Here's how to file the 940 form:
