I am using QB 2023 for Mac and I've followed the steps you've articulated. I've rebuilt and verified but still the export fails.
How big is your Total Target?
Try opening the sample file and converting it to QB Online. Did you encounter the same problem?
I've already exported one company I do reporting for and that went just fine. However, this one has not.

Your file may be corrupted. Chat Support and ask them to check your file. Another option, ask a 3rd party service provider to check your file and get a second opinion.
