Do I have to match all records that can be matched, or can I just manually enter the ones it cannot match?

You'll have to match all your records in both PayPal and BOFA account so you won't miss any transactions. This way, you can easily reconcile them and you won't encounter any discrepancy along the way.
I'm adding a few references here for ideas about reviewing your transactions in your account register after categorizing them.

So now, I'm in a really mess because QBO will not "find" matching transactions in my PayPal Bank account. However, I did notice something new. If the transfer is from PayPal Bank to my Bank of America account, then it does find and match the transaction. However, if the transfer is from my Bank of America account to PayPal Bank, then it does NOT find/match the transaction

You'll need to add your PayPal transactions manually for them to post on your sales reports. Let me guide you how.
After that, match them to your downloaded transactions. Please see this article for details: Connect to PayPal FAQ.

Thank you but this is exactly what I am trying to avoid. I want to figure out a way for QBO to automatically match transactions to my PayPal Bank connected transactions.
It works for transfers into my Bank of America account, but does not for withdrawals from my Bank of America account. How is this not a bug? I am looking for an automatic work around, not a manual solution. My business is highly dependent on PayPal and this not working is not acceptable.
Thank you for responding, but this manual solution is exactly what I am trying to avoid. My business depends heavily on PayPal and I cannot be wasting time on a manual solution when this should work automatically.
As stated before I discovered that when there is a DEPOSIT into my Bank of America account from PayPal Bank, then matching does work. However, when there is a WITHDRAWAL from my Bank of America account into PayPal Bank account, then matching does NOT work.
This appears to be some kind of bug and I would like to hear of a workaround, or letting me know if it is being reported to the development team. I spoke to someone on the phone yesterday to describe my issue, but I did yet have the info I just provided in this post.
Anyone else having this issue with PayPal Bank?

Let me provide some information about your Paypal Bank in QuickBooks.
The transactions will depend on the Paypal that they will send to QuickBooks. As a workaround, you can follow the steps provided by my colleague above to manually add your Paypal transaction.

After reading the reviews on the app "Connect with PayPal" there is no was I am installing it. I do not even understand why this app is even needed. I have added PayPal Bank to my QBO account like any other bank.
QBO has a bug and unfortunately, I keep getting the same very basic advice or telling me I need to enter transactions by hand. I am well aware that I can enter transactions manually. What I am trying to do is find an automated work around AND acknowledgement from the QBO team that this is a bug and that someone is working on it. Small businesses depend greatly on PayPal and something this basic should be addressed.
If the answer is "you are out of luck", then so be it. But, can someone READ and UNDERSTAND my original post, read the new insight (matches work in one direction between accounts but not the other), and make a reasonable (non-newbie) suggestion.

PayPal banking feeds should work normally. Since you won't be able to match your PayPal transactions, I'd suggest contacting our Phone Support Team. This way, they can further investigate the issue and provide some information on how PayPal transactions work in QuickBooks Online.
