Before you begin, the person you'd like to assign the role of the new Master Admin must be a current Company Administrator. Once this is done, there are a few steps to change the Master Administrator in QuickBooks Online. Here's how:

The issue I have is that, when you drop the arrow on the Action column, I only get the option to "view activity" or "delete", I do not get the option to transfer the Master Admin.

As per my peer, @Mark_R on his previous response, changing the Master Admin on the account depends on who's paying the subscription to Intuit.
It could be that you're subscribed through your accountant, this is why the option to transfer the Master Admin isn't available on your end. Can you please confirm if this is true? If so, you'll have to contact him/her to help you transfer the Master Admin rights of your account.
If this isn't the case, can you confirm that you are the current master admin? Because only the current admin has the ability to manage all users and transfer your role to someone who needs to manage your company in QuickBooks. Refer to this article for more insights: Change your QuickBooks Online master admin user.
If you are and the option is still unavailable on your end, I'd recommend contacting our QuickBooks Support team to take a closer look at the issue and help you transfer the Master Admin rights.

You can go to the Audit log and check who paid the bill in QuickBooks Online (QBO).
Here's how:
Once done, you can hit Filter the button and enter the information needed to narrow the results and click Apply.

The account is under my wholesale account billings, so I guess I pay the fees for it.

Thank you for posting here in Community, I'm here to provide additional information on how you can transfer Master Admin. You can remove your client from the wholesale billing, doing this they'll have read-only access on QuickBooks. They can get full access after updating their billing info, they also lose any discount that your firm received lastly this doesn't affect your access to their company. Then, you can transfer the master admin.

I have tried with the past master administrator login information and it is not working. Can no longer login with her information.

Let's make sure that you're using the correct login information. You can also ask or contact the past administrator to invite you as the new master admin.
Here's what she needs to do:
There will be an email that will be sent to the user that says you're invited to be the new master admin of the account. Then accept the invitation from the email.
However, if the Master Administrator has left the company, I'd suggest contacting our Customer Support Team. They have tools that can assist you to complete a Master Admin Claim.

Allow me to share some information about changing the master admin role in QBO.
As mentioned by my peer above, changing the master admin role on the account will depend on who's paying the subscription to Intuit.
In the meantime, If your accountant is the one paying the subscription, you can contact them. This way, he/she can assist you to transfer the Master Admin rights of your account.
However, if the master admin is no longer available. You can follow the steps provided by my colleague Joesem M on how to contact our support team. They can submit the Master Admin Transfer request for you.

I have already added and assigned another person as administrator, but I am not given the choice of making her the new Master Admin. In fact, I can't delete the role from my own user profile.

When the current master admin is no longer with the company and isn't cooperative in changing the role, you can request for it to be transferred. This process requires us to pull up your account in a secure environment. With this, I'd recommend contacting our Customer Care team. Before that, you need to gather documents for your request to verify that you have rightful ownership or access privileges for the account.
