If you're still getting the same error, we can do some of the basic troubleshooting steps. You can use these shortcut keys depending on the browser you're using:
Once signed in, go back and access the budgeting section from there. If it rectifies the issue, go back to your main portal and clear its cache to remove the browser's history or you can press CTRL+Shift and Delete key on your keyboard altogether. You may also try accessing your account using another supported browser.

I have tried all the suggestions and still get the 404 Error. Any other ideas?

Is this the first time that you've accessed this feature? By default, Google Chrome blocks pop-ups automatically from showing up on your screen. When a pop-up is blocked, the address bar will be marked Pop-up blocked. You'll want to turn off pop-ups so you'll not be getting the error. To do this, follow the steps below:

Let me help you get past the error 404 in QuickBooks Online. This way, you can create a budget for your account as soon as possible.
I've checked our records and haven't seen any open cases like yours. That being said, I suggest logging in to your account through an incognito window. This way, we can isolate web issues.
Here are the keyboard shortcuts:
Afterwards, return to the sign-in page and select the budgeting section. If it works, go back to your regular browser and clear the cache by pressing CTRL+Shift and Delete on your keyboard. This will refresh the program.
Once done, you can begin making a budget in your account. Let's ensure QuickBooks is set up for the beginning of your fiscal year. Then, run the Profit and Loss Detail report to ensure that the transactions and accounts are correct.

Once created, I recommend running the Run Budget Overview report or Run Budgets vs. Actuals report. These will assist you in keeping track of your goals.

I'm experiencing the exact problem with paying contractors, both admin and primary admin get error 404 message. Were you able to solve this issue? I've been on the phone with QB for 5 hours and am just getting the run around. I've tried all of their "fixes, different browsers, different computers, users and nothing has worked. PLEASE HELP ME!!!!!
