Unfortunately I can't edit, create a new one, nothing... I've worked with a live person when they were watching my screen and they couldn't figure it out either. I wish they would move their tech-heads to fix this SALES TAX issue rather than coming up with all the other bells and whistles. It's nice to have other options and features, but TAXES are a MUST, not an option.
Today is September 28, 2021. Has this been fixed? It's happening to me as well.

Currently, there's an ongoing issue about getting the error "Another tax agency is already using this name. Please use a different name" when setting up sales tax in QuickBooks Online (QBO). To get updates about this, I recommend reaching out to our Customer Care team. They use specific tools to open your account and link it to the investigation. I'd like to inform you that the investigation (INV-62159) associated with this thread is already resolved. I'd recommend running some basic troubleshooting steps. This way, we can refresh your browser and fix the issue.
To start, access your account in a private window. This will help us identify if the concern is cache-related. Simply press the following shortcut keys:
Once done, set up sales tax again.
If it works, go back to your regular browser and clear its cache. You can also use another supported browser as an alternative. The issue might steam from the browser itself.
If the issue persists, I suggest reaching out to our Customer Care Team. This way, they can check your account in detail and figure out why you're still having this problem.

three years now and I am on the phone waiting for escalation to (hopefully) get the exact same issue resolved. Been on the phone for over an hour waiti for escalation.
Guess what... this is still not fixed! You all do not charge a monthly fee it is monthly extortion for a crap product!
There support is the most software ignorant support I have ever seen! I spent an hour on chat for them to tell me exactly what I told them did not work. I have the same problem.
Your entire step 3 is not part of your own program. If you are going to people to do something, actually try and do it, so you know that you are not providing an outdated fix.

Problem: Invoice does not calculate the sales tax or does not recognize the "Active" Sales Tax Agency
Error: (1) "See the math" fails to open side panel
Error: (2) "See the math" opens side panel but displays a message.
Location and addresses: You are not set up to collect sales tax for this sale. Based on the address you are shipping from and shipping to, you might need to collect sales tax for these agencies. Edit Addresses
"Do you collect sales tax for this agency?"
If you click yes, the following message is displayed: "Another tax agency is already using this name. Please use a different name. (code: "INDIRECT TAX-11202")"
Solution: (Step 1) Edit the invoice and change the select tax rate drop down box to anything but "Based on location". Click Save.(Step 2) Edit the invoice and change the tax rate drop down box to "Based on location". Click Save. (Step 3) Click on "See the math" it should now display the side panel and the existing tax agency tax breakdown.
