To start off, when you say Print and Download, are you referring to the Print or Preview button on the Invoice page? If so, please know that the Print preview page will pop up from the same page and it's working just as how it's designed. Also, I've replicated your scenario here on my end and I was able to close the page by just hitting the close button (x) instead of the browser's back button.

On the other hand, you also have the option to print and download your invoices from the Sales menu which you'll be routed to a new window. I'd be glad to show you how:

In the past, the way that you describe was the case for me, and everything was just fine. However, for the past couple months (after quickbooks started forcing the new Invoice Layout) the way that you have described is not the same on my end.
I am on a Mac using Safari.
If I create a new Invoice or choose to edit an existing Invoice, at the bottom right of the screen I am presented a green dropdown menu. By default that dropdown says "Review and send". Upon opening that menu I have the option "Print and download" (as well as "Receive payment" and "Send link".
If I click "Print and download" the Invoice will open within the same tab of the Safari browser. It is not a pop up window, nor a new tab. It merely takes over the existing Tab that I have quickbooks online open in.
Once the Invoice is displayed, I can hover over the lower part of the page and am presented with 4 icons. (Decrease size, Increase size, Open in Acrobat, Download). There is no "X" to close this page (unless I close the Tab entirely, which will thus close Quickbooks online). The only way that I can return to quickbooks online is to choose the back button in Safari. This returns to a new blank invoice. From there I am able to click the "X" at the top right corner.
What I would like to see is when I choose "Print and download" is for the Invoice to open in a pop up as you describe. Again, this was how this process worked prior to the new Invoice Layout. If I revert to the old Invoice Layout, all is well. However, quickbooks basically informs me that I had better get use to the new Invoice Layout because soon I will not have a choice. *My feelings regarding this are another topic.

I have the same issue. Very disappointed. Everything was working just fine until QBO forced the new Invoice layout on us even after I send emails and messages telling them this is a big problem. It's like they don't even use what they create before they send it out. I noticed the problem within 10 seconds of being forced to use the new layout. Wish this was fixed very very fast since it now takes me 38 minutes to create 3 invoices and print them.
It's as if they don't listen to their users, create new features that make the service not work, and then mark the solution as "solved" when the answer is "yeah that doesn't work anymore."
Thank you for speaking up! I could not possibly agree more with your comment. Also, thank you to the others above who have also stepped up and commented on my concern. As small as it may seem, it means a lot to me. Plus there are many more situations just like this. This is such a drag dealing with.
I am growing to dislike Quickbooks more and more everyday because of the way it forces us to follow in its path (which is so icky). I am sure that I will eventually complete my move back to spreadsheets in libre office and detach my processes from this trap. Until then, Cheers.

Finally, this issue seems to have been resolved.
Today while creating a new Invoice I clicked the 'Print and Download" option and the Invoice opened in a new browser tab! Nice! *This is how it had worked once upon a time...
From this new tab I am able to create my pdf and then close the tab, thus, returning me right to where I left off in the tab that I have quickbooks online running in.
