Welcome to the Community. I can provide clarification on adding the address of a contractor that resides in Puerto Rico.
QuickBooks Online supports e-filing 1099's for contractors in any of the 50 states and U.S. Territories, including Puerto Rico. You would need to add the two-letter territory abbreviation in the State field, which for Puerto Rico is PR.
You can locate additional information about this, including other supported U.S. Territories, in the section FAQs & Troubleshooting of the following link: 1099 E-File Service: QuickBooks Online Setup, Troubleshooting, & FAQs.

I'm having the same issue. There is no abbreviation for PR in the State* field.

Intuit Online Payroll does not appear to have option for PR. How can address contractor address to use PR?

Right now, Puerto Rico (PR) is an unsupported US territory when entering your contractor's address in Intuit Online Payroll.
You might want to consider our other product, which is QuickBooks Online Payroll (QBOP), so you can add PR to your contractor's address. With this, I'd suggest visiting this website: QBOP Plans. This link lets you view the comparison and pricing chart between the online and payroll versions of QuickBooks. Once you've chosen the right plan for you, that's the time to create a new company.
Once done, activate the payroll service inside your QuickBooks Online account by performing the steps below:
