Once done, you can try create an invoice to double-check if the setting has been change.
Note: If you've collected sales tax on one or more items. This means you can't turn off sales tax.

If you are getting a screen that says that you need to "select frequency in order to complete setup", you will not find the button to turn off the Sales Tax.
So, go ahead and complete the frequency option, then you will be presented whith the screen above that allows for "Sales tax settings" and to "Turn off sales tax" options.
I, too, would like to remove the sales tax line from my invoices. I have followed the steps you provided, and it does, indeed, tell me that because I have collected sales tax previously, I cannot turn it off. The issue is that I HAVEN'T collected sales tax on anything, ever - when I list all of my sales for all dates, the sales tax column reads $0.00. Is there a way around this?

I'll share insight about your sales tax settings in QuickBooks Online.
As of the moment, there isn't an integrated way to turn off sales tax settings in QuickBooks once you've creates transactions after turning on this feature. And we're unable to provide the exact turnaround time as to when such a feature like this is added.
For now, let's consider setting up your customer as non-taxable or giving them a tax-exempt profile to avoid tracking sales tax every time you create sales transactions. While the option is not yet available, I recommend letting our product developers know about this by sending a request via feedback. I'll show you how.

why not just make the sales tax removeable editable on the invoice edit page?

I can see how the feature to directly delete an invoice on the edit page would be helpful for you. Currently, this isn't available in QBO. In the meantime, it's best to put forward your suggestions and feedback regarding this option to our product developer. Here's how to send feedback:
