As of now, you will see all your accounts when you copy your previous year's budget. You'll no longer need to add them.
There's an option to hide blank rows on the budget page. That could have been checked that's why you can't see your new accounts. You can check that out by clicking the small Gear icon above the budget table. Then, remove remove the check mark in the Hide blank rows check box.
If the checkbox was unchecked in the first place, let's find out if this is a cache-related issue.
You can log in to QuickBooks in a private window to see if the new accounts will show. If yes, you can go back to your regular browser and clear the cache. However, if it's still the same, please try other browsers to isolate the case.

How did you copy your budget without using actuals? I'm understanding that QB has no facility for copying just the budget from one year to the next. Apparently there's a way to export an IIF, make changes, then import -but it's not working. Thoughts?

Can you also tell us what happens when you import the file?
If you're using QuickBooks 2019 or a newer version, click the Review now button in the lower part of the error message. It will let you open and fix the errors that are preventing you from importing the file. See this article for more details: Improved IIF Import In QuickBooks 2019.
You can also use a third-party app that can help you transfer your budget from one company file to another. All compatible apps are listed here: https://desktop.apps.com/home.

I also am not finding a way to add a new line item to my budget. I'm not seeing anyone actually answering that specific question.
