We can double check your item setup to identify the correct amount and sales rate of your product and services. Go to the Sales tab, then click Product and Services.
Also, Automated Sales Tax feature in QuickBooks Online (QBO) calculates sales tax amount based on the state where you have nexus and are registered to collect sales tax, physical address of your business and on the sales forms, the product mapping you've associated with the item you're selling, and the exemption status of your customer.
If you want to set a default sales tax rate for all customers, you can follow these steps:
Your new default rate will now show up on all sales forms. However, if you want to charge a customer a different sales tax rate, use the Tax drop-down arrow on the sales form to change the tax rate.

I have checked the above and have set the default tax rate. I think it is yet another bug with the Windows app as the same problem does not occur when working on the online version using chrome. I think I will just give up on the windows app as I have had too many problems and just use the online version.
