QB Desktop 2009 is too old. You need QB Desktop 2021 or later to convert data from QB Online.

The migration tool set up the company file, but it did not ask me about a certificate.
No data was imported using QB enterprise 2024
Try using the trial version of QB Desktop 2021 Pro or QB Desktop 2024 Pro license.
