Hello there,
I am needing to move money from my client's QB Cash account to their external bank account. I found this article:
Step 1 has already been done.
Step 2 is addressing what I need to do. I think I see the Cash Flow menu, on the dashboard, but cannot find the QuickBooks cash section, or the place to select Transfer In or Transfer Out. Or where to link for online banking a second time for QuickBooks cash.
I have also turned on the Cash Flow Dashboard Widget in QuickBooks labs.
Any help would be greatly appreciated.

I'm here to help ensure you're able to move money from QuickBooks Cash to the client's external bank account ,kimberlyd45.
After turning on the Cash Flow Dashboard Widget, you need to refresh QuickBooks Online for changes to take effect.
Once done, go back to the Dashboard, then proceed to the Business overview tab. You will then see the Link a bank account to see your cash flow button. See the attached screenshot below for your visual guide.
After linking your QuickBooks Cash account, you'll then see the Cash Flow menu. That's where you can proceed to Step 2 on this article to connect the client's external account: Use your QuickBooks Cash account.

Thank you for your response.
So far, I have been unsuccessful.
I have refreshed QuickBooks Online, as well as logged out and back in again.
Yet on the dashboard page, there are no tabs showing at the top above the above cash flow, as there are in your visual example.
My client has QuickBooks Online Plus, which should support these functions, yes?
I appreciate any other advice. My client is anxious to get his money into his bank account.

Yes, you're right. This is a supported function in QuickBooks Online (QBO) Plus version. To check if this is a browser-related issue (cache and cookies), try signing into your QBO using a private browser (incognito). There are times that the browser is already full of frequently accessed page resources, causing some unusual responses.
Here's how:
Once logged in, go back to the Dashboard menu to double-check. If you're able to see the Cash Flow menu, you may now follow step number 2 outlined in this article: Use your QuickBooks Cash account.
Also, I suggest returning to your default browser and perform a clear cache to refresh the system. However, if the issue persists, try using other supported browsers.

Unfortunately the browser having cookies is not the issue. I have other clients in my same QBO account for whom all the needed tabs are showing up just fine.
I did try going incognito, and it didn't help.
I think I need to talk with someone from QB on the phone. What is the best number to call?
