I was using Melio, which has been discontinued within Quickbooks Online. I received emails telling me to switch to Quickbooks Billpay. When I did so, I received the message "We reviewed your info and Quickbooks Bill Pay isn't available for your business. This may change in the future."
Any idea on why that might be?
I called in, and the first person told me I had to wait 3-5 days because "the engineers were reviewing companies." This didn't make sense to me and it didn't sound like the rep knew what they were talking about, so I tried chat. Chat sent me to bill.com, then sent me to a number that disconnected me. So I tried a call back again. This rep first told me it was because I was still connected to Melio and I had to disconnect completely from Melio's side. I pushed back on that, she went and researched more, then came back and told me that I shouldn't disconnect Melio after all, and that they couldn't tell me why it isn't available, that it just isn't. I spent a good two hours with Quickbooks on this.

No, I gave up. Since I had a subscription to Melio already, I just use it directly. It seems to be working fine to login to Melio to pay the bills, who then syncs the info over to QuickBooks just fine. In fact, using Melio directly is a little easier than it was when using Melio inside Quickbooks.
One of the reps told me that I would have QuickBooks billpay access within about 7 days, but that didn't happen.
Use the free app as I mentioned earlier. Make sure to click on Get $100 cashback button to proceed.
I am not sure where to post this, but I have a few clients on QBO Bill Pay and it is terrible. One has left it entirely. Another is having issue after issue.
3 points to note:
1. When I do receive a payment it does not tell me any information as to where it came from other than it is from Intuit. So, If I have multiple customers with the same amount open I have to try to chase down who the payment came from. Come on QBO - you can do better than that.
2. I cannot see the actual transaction or confirmation of payment. In Melio if I had to research when a payment was made, I could see the confirmation page - in QBO it just looks like any payment no confirmation number - nothing. I can't even prove it was made via QBO Bill Pay. Maybe I am missing something - but it certainly is not user friendly like Melio. I cannot even see the number that might link the deposit in the receiving account to the payment made.
3. The timing is ridiculous. In Melio, the most I have to wait is 3 days for a free payment to be processed. In QBO it is a week. That is terrible service. Intuit - you can do better. I am urging all my clients to stay with Melio and will source out something else.

Quickbooks created a major issue with this for us as well. I despise them and this change and they approached this completely wrong. I would highly recommend to steer clear of quickbooks bill pay. They really screwed this one up badly. I still have not gotten my situation squared away! What a nightmare.
