If the employee's name is added to QuickBooks Online (QBO) already, you can follow these steps to do the invite:
Once done, your employee will receive an email with a link to set up and use QuickBooks Workforce to add their info (if you selected this option) and view their pay stubs and W-2s. The employee can also create his or her own Intuit account to manage their user ID, personal settings, and security information.

I have an employee that was signed up then left for awhile and is not getting this message:
“Your employer has adjusted your access to Workforce. You’ll need to reach out to them to regain access.”

Let's sort this out to resolve the issue about the employees login, Dan.
I'd also like to ask if the employee's status is active or inactive in QuickBooks? Do you also mean the employee is getting the error message when logging in to QuickBooks Workforce?
This error message usually shows up if the employee is tagged as inactive in QuickBooks. Let's go to the employee's profile and make sure that the status is active. Here's how:
Once done, let the employee access QuickBooks Workforce to check if the error no longer shows up.

I cannot get anyone on chat support to help me gain access for my employees to workforce. The error message is that the employer is not set up with workforce.

Employers will need to set up QuickBooks Workforce to invite employees without receiving errors.
