You must prepare amendment form to make corrections to a submitted 941 form. However, these types of filing is still unavailable in QuickBooks Online Payroll.
If you encounter an error upon e-filing and it's not yet transmitted, you may be able to delete and resubmit. Here's how:

The problem is I did not file for QTR 1 and now QB watermarks QTR1 as invalid. I went to the IRS website and you cannot even get a blank 941 form from there for QTR1.
I did successfully file for QTR in QB however that does not help me with Qtr1. That being said I am a bi-weekly submitter so all of my liabilities have been paid. I simply cannot file the quarterly report.

Thanks for the additional details. Let me help you in filing the quarter one Form 941.
First, I'd like you to know that QuickBooks Desktop doesn't allow late filing of your payroll forms. This is the reason why you received a watermarked form to let you know that the system-generated form cannot be filed.
What you'll want to do is manually file it outside the system. Here's the link where you can download the 2021 Form 941: Form 941 (Rev. June 2021) - Internal Revenue Service. Then, use the system-generated Form 941 as your reference on how to fill it out.

The delinquent form was never filed from intuit. I need to send a copy or send in a 941 file now for 2020 first and second quarter. I looked at all the old filings and it is not there. The 4th quarter 2019 then 3 quarter 2020 is all that was filed. I need help in this matter, and it is not coming easy.

I want to make sure you're able to file your 2020 941 form. Just to share some insight, the form in QuickBooks is already updated to the 2021 version. This means that you can no longer file older forms in QuickBooks.
Good thing is that the system still keeps a copy of your 2020 data if you processed payroll within the program. Then, you can use this to manually fill out the 941 form for 2020 in the IRS website.
While they are not archived in QuickBooks, you can have our agents archive the form for you. I know you already contacted them, but only our live representatives has the tools to get this done. Here are the steps to contact us:

As a workaround, you can also use the Tax and Wage Summary report to get the details you need. You can do that by going to the Reports menu and selecting Payroll Tax and Wage Summary.

As provided by my colleague @AlceusF, you can prepare an amendment form to make correction to your submitted 941 form. Then, manually file it outside the system. Here's a link where you can get the 2022 form: Form 941 (Revised June 2022 - Internal Revenue).
Since QuickBooks Online (QBO) doesn't support the filing of ammended form, you can print some payroll reports and use them as your reference when filing the amended Form 941. Here's how:
