I need to speak to a representative on changing pay day on a submitted payroll

You can follow the steps shared by RaymondJayO above on how to speak a representative in QuickBooks Online.
Also, QBO doesn't have the option to change or edit a pay period of a paycheck once created. However, you can delete and recreate the paycheck instead as a workaround. To do this, you can pull up the Paycheck List report to see all the paychecks that you've created. Here's how:
1. Go to the Reports menu at the left pane, then type Paycheck List on the search bar.
2. Click the Funnel icon drop-down to choose a date.
3. Put a checkmark on the paychecks you need to delete, then select Delete.
Once done, you can now recreate the paychecks with the correct pay periods. Here's how:
1. Go to the Workers menu at the left pane, then select the Employees tab.
2. Click Run payroll on the upper right, then pick an employee.
3. Enter the necessary information.
4. Select Preview payroll, then Submit payroll.
5. Print the paychecks by clicking Print pay stubs, then Finish payroll.

I can't print two pay stubs the first one stays in the que
Let's make sure you'll be able to print paystubs, Goldie02.
If the paystubs won't print successfully, it can be caused by an outdated Adobe Reader. For you to successfully print it, make sure that your Adobe Reader is updated would be the first thing to do. Once done, review those stubs that are in the queue in your and print it again.

I have a time related recurring problem too. Often I cannot login to Quickbooks online until 9AM. Those few times when I can successfully login before 9AM I still cannot load my Customer page to work on estimates/invoices/payments. All I see on my screen is the "loading" wheel. Is there a reason that Quickbooks online is partially or fully unresponsive before 9AM EST?

Your computer stores browser cache such as website images and data. These are temporary internet files that help you view web pages faster in the future.
However, over time it also stores outdated and corrupted data that can cause minor browsing issues. I recommend that you clear the cache for the browser to start on a clean slate.
First, let's access your QuickBooks Online (QBO) account via a private/incognito window. Here are the keyboard shortcuts to operate in such mode:
If everything looks good, return to your default browser and perform a clear cache. Every so often the cache becomes overwhelmed with older data which can potentially cause viewing and performance issues. Clearing it will refresh the system, and you'll be able to work with a clean slate. However, if the issue persists, try using other supported browsers.
