Error 1603 comes up when the security policy of the computer has been enabled or there is a problem installing the Microsoft NET Framework.

 

There are a few solutions to address this issue, and we'll start by using the QuickBooks Tool Hub and setting up the Install Diagnostic Tool.

 

If you haven't already installed QuickBooks Tool Hub, here's to download and set it up:

 

  1. Restart your desktop.
  2. Download the QuickBooks Tool Hub file.
  3. Open the download file QuickBooksToolHub.exe.
  4. Follow the prompts on-screen and agree to the terms and conditions to complete the installation
  5. Once installed, double-click the Tool Hub icon on your desktop to open it.

 Next, let's run the Install Diagnostic Tool through the Tool Hub:

 

  1. Open the QuickBooks Tool Hub.
  2. Navigate to the Installation Issues tab.
  3. Select QuickBooks Install Diagnostic Tool. The tool may take about 20 minutes to run.
  4. Once the tool has finished, restart your computer.

 After restarting and the error still persist, the next step is to update your Windows version directly through  Microsoft.

To clarify, have you tried using the QuickBooks Tool Hub as suggested by my colleague, raymund_A, above? If not, I recommend doing that. Our QuickBooks Install Diagnostic Tool within the Tool Hub helps to clear errors 1712, 1326, and 1603.

 

Here are the steps to install and use the tool:

 

  1. Restart your desktop.
  2. Download the QuickBooks Tool Hub file.
  3. Open the download file QuickBooksToolHub.exe.
  4. Follow the prompts on-screen and agree to the terms and conditions to complete the installation
  5. Once installed, double-click the Tool Hub icon on your desktop to open it.

 

Next, let's run the Install Diagnostic Tool through the Tool Hub:

 

  1. Open the QuickBooks Tool Hub.
  2. Navigate to the Installation Issues tab.
  3. Click on QuickBooks Install Diagnostic Tool. The tool may take about 20 minutes to run.
  4. Once the tool has finished, restart your computer.

I am haveing this same issue. I ran the diagnostic tool, I restarted the computer - nothing changed. Same error, and program will not run until the patch is installed.

If you're encountering Error 3371 in QuickBooks Desktop, there can be a few possible causes:
 

  • Could not initialize license properties. [Error: 3371, Status Code -1] QuickBooks could not load the license data. - This may be caused by missing or damaged files.
  • Could not initialize license properties. Error 3371: QuickBooks could not load the license data. - This may be caused by missing or damaged files.
  • Could not initialize license properties. [Error 3371, Status Code -11118] QuickBooks could not load the license data. - This may be caused by missing or damaged files.
  • If you use WebConnect with QuickBooks Enterprise on Right Networks, you’ll see this error if you open the file before you save it. You must first save the file before you import the .QBO file.

 

I'd initially recommend troubleshooting with your QuickBooks Tool Hub.

 

Here's how:
 

  1. Close QuickBooks.
  2. Download the most recent version of your
  3. QuickBooks Tool Hub. Be sure to save the file somewhere you can easily find it.
  4. Open your QuickBooksToolHub.exe file and follow the on-screen steps to install and agree with the terms and conditions.
  5. When your installation finishes, double-click the icon on your Windows desktop screen to open the tool hub.
  6. From your QuickBooks Tool Hub, choose Installation Issues.
  7. Go to 3371 Error Fix.
  8. Select OK.
  9. Start QuickBooks and open the data file.

Hi there, mcnamara1. Joining this conversation to share some fixes for the error message you encountered.

 

Error 1712 is often due to missing Windows components. You can resolve this using the QuickBooks Tool Hub. The QuickBooks Tool Hub helps fix common errors. Follow these steps:

 

  1. Close QuickBooks.
  2. Download the latest version of the QuickBooks Tool Hub (version 1.6.0.8). Save the file in a location where it’s easy to access.
  3. Open the file you downloaded (QuickBooksToolHub.exe), then follow the on-screen instructions to complete the installation and accept the terms and conditions.
  4. Once installed, open the QuickBooks Tool Hub by double-clicking its icon on your Windows desktop.  
  5. In the QuickBooks Tools Hub, select Program Problems.
  6. Choose Quick Fix my Program and then retry installing QuickBooks.

 

If the issue persists, add or create a Windows user with Administrator rights and install it again. You could also troubleshoot your Windows Update and Windows Installer. If unsure, consider consulting an IT professional.
