How can I fix this issue: error 3371 status code 11118?
All of a sudden, after having no issues for months, QB2013 started with this error on boot.
Tried the delete on the 'entitlement' that works for that boot, but comes back on next.
Tried the QB Install Repair. That works, again only until reboot.
I check all the files, they are all there. SOmething has gotten messed up.
I have NEVER understood WHY this program has SO many problems. I have had to re-install at least 5 times
I find it strange that this has happened to this handful of users found here, including me, over this past week. You have to wonder what happened, something updated? Not sure, but as I said, I can get into QB if I delete the Entitlement file and re- register, but it comes back after reboot.

I am having the same issue as e4. I am using QB2013 as well. The issue first presented itself yesterday afternoon and, after a Windows update that restarted everyone's Quickbooks instance, everyone is now unable to use the program.
Quickbooks client is installed on Windows Server 2012 R2 where the issue is occuring. Quickbooks server+client on a seperate Windows Server 2012 R2 system is working fine. The later does not have automatic updates enabled - perhaps this is a Windows update that broke QB2013?

The Error 3371: Could not initialize license properties (INV-23649) is identified as a known issue for QuickBooks Desktop Enterprise. While our engineers are working for a fix, we recommend getting in touch with your IT person.

This effects 2014 QB Desktop Pro as well. Win 7 computer that has NOT been updated in the last 6 weeks, fails to load QB, 3371 error.
Only workaround found:
If you close the program, you will have to rinse and repeat.
Intuit - fix this now, it is unacceptable.
Uninstalling previous Windows Updates did not fix my issue.
I agree atypiicalv's workaround works for now. This is especially difficult for us because we have 12 users and asking them to poke around in their ProgramData folder is not a good solution!

Others have also reported that they're getting the same error even if they're using a supported version QuickBooks. Our engineers already investigating to check what's causing the issue.

I have been getting the same problem, with QB 2007 and windows 7 Pro x64, with updates off for the past year for both. I can't use your call in help, mine is too old. I hardly use QB, but I installed a new hard drive 12/27, then this problem started on Jan 2, the first time I tried to use QB after new drive.
I "cloned" my old drive, complete binary copy to a larger drive.
In my case, I am sure this is not a change of software on my system, unless the new drive identification invalidates my license. I used QB2007 on 12/26/18 with no trouble.
I first tried to repair the installation, and it could not install Ilxactres.dll3.
I have tried a "clean" uninstall and reinstall, no help.

Same problem with QB2007, no windows updates, Win 7Pro x64. Please provide phone number for email notification. I tried to send more detailed reply, but I'm not sure it went through. Problem started between 12/26/18 and 1/2/19.

I'd like to inform you that the error 3371 has been resolved. Having an older version of QuickBooks is one factor why you received the said error. But there's nothing to worry about our engineers have provided some troubleshooting steps to get this sorted out.
If the latest Windows updates are not installed, the QuickBooks Desktop installation can fail or become damaged. Make sure that Windows is up to date.

All thishas been tried. None works to solve the problem except the the next time you run the program. You delete the Entitile file , make a new, it works. next time you boot. it does not.
I have tried all the Windows updates the problem gets worse. Tried the Net Frame stuff , no help

Yes the suggestions VivienJ are the old standard resolution, been available for years and , yes, it does get you going for a day, but does not solve the problem. For after you restart Windows, the problem returns.
The one user's temp resolution makes the most sense, delete the EntitlementDataStore.ecml file and don't re-register. Take the 30 day delay option when it asks you to register again. That way you can restart for 30 days at least.
As four support's suggesting it is because we are using an old version of the program is LUDICRUS. It has been working fine up until one day, when something happened, updated, whatever, that affected everyone. If your solution is for all of us to have a newer version of the buggy program, then pass it on, but don’t tell us our version no longer works and we need to buy a new one. You need to pass this newer version on to the effected or fix the issue.

I just installed a new hard drive. I got the Error 3371 StatusCode 11118 too. If I delete QB 2016 PRO and reinstall (I have the disc) will I be able to get the updates? Of course all files were backed up.

Well, I'm in BIG trouble. I uninstalled QB. I tried to reinstall but my CD is for Windows 7/8.1
Of course I'm running Windows 10. I can't load the darn thing. I have to wait until Monday to try to get Intuit to help me out.
Tearing my hair out. Aaarrrggghhh.
I confused what your problem is. Why don't you just donwload the installer file directly from Intuit's website and install it on your new OS?
