I am on Windows 10, version 1809. I have tried every suggestion on the boards including turning off antivirus and uninstalling and running a fresh new install of Quickbooks 2019 Desktop and nothing gets rid of these errors. QB is not crashing but I'm afraid I'll have problems later. I have checked my security certificates, I am the only one using this file so I always run as administrator, and I tried setting my browser to IE, although IE is outdated software, so that suggestion makes no sense. I have tried repairing my file, all to no avail. Does anyone have a solution yet for this issue?

Service messages are only applicable to those who have business services such as QuickBooks Merchant Account Service or QuickBooks Online Billing, for example. You'll encounter the error 404 if this update doesn't apply to you unless you pay for this type of services.
It works the same way with the error 15227, this is a new one and hasn't had any maintenance yet, so no updates needed to the Move tool. I assure you that your QuickBooks will not crash and have problems later on.

That's ridiculous. An error, is an error. If it's not applicable, it should say so.

After all, enhancements to QuickBooks functionalities are largely the results of feedback provided by users, such as yourself.
Meanwhile, the error 15227 and 404 is caused when firewall blocks Internet access needed for specific QuickBooks programs or files.
To resolve this, I suggest making sure your Firewall and Internet security settings are updated for QuickBooks Desktop. You may contact your firewall and anti-virus software support or an IT specialist to help do this.

I will chime in here with MikeyV. I am getting the same errors when I update. Additionally all the other updates state "Nothing New downloaded". The problem is now QB thinks I have not run the update and prompts me to run it every time I log in, what we used to call a circular error. I am also concerned that I am not current with the updates.

Getting the error 15xxx is caused by blocked internet access and here are some recommended troubleshooting steps to fix this:
We can run the reboot.bat tool to re-register QuickBooks-related .DLL and .OCX files in Microsoft Windows.
After that, restart the computer and open your QuickBooks. Once prompted, click the Install Now button.
If you continue to get the same result, you'll have to delete and download the update again:

We have several users on Contractor Edition and just updated to 2019 a few months ago. I did an update a week or so ago, another user here just updated hers a few days ago. Now every time I log on I get a message to update but there is nothing new to update. Same error message that was there before but now every time I log on I have to run updates again. Very aggravating. I will try some suggestions and hopefully won't have to call to get my issue resolved.

I definitely agree. It would save us time if it were set to not even show us the services we are not registered for. Just wasted about 30 minutes trying to figure out why I was getting error messages on the update quickbooks desktop screen.
While I appreciate the attempt to help based on my original post @Alessandra_B , @HoneyLynn_G , running a clean install of QB does nothing. I've done it multiple times, and said in my original post that I had done so. I have also reconfigured my internet settings. All efforts result in no change. Quickbooks is working, but everytime I update I get the same errors. If we don't have a service, we shouldn't get an error, we should get something like "No update needed".

Appears the engineers haven't done a thing to fix this. Still the same. How do I know that I'm getting updates properly installed. Always the same. Nothing installed and Error 15227 and 404.

I am also getting error code 15227, and have done everything suggested to fix it. The problem is that my QuickBooks file is freezing and crashing, especially when I try to email invoices. It is annoying because I email a lot of invoices and have to take extra time to email them only in batches of about 10. Same goes while emailing statements. But that is not the only time that QuickBooks freezes. Recently it started freezing several times a day.
I never had this problem until I updated to QB's 2019. I use Desktop with Basic Payroll and Merchant Services. At this point I am at a loss as to what to do. As stated before, I have used QuickBooks since 1995 and it would be nice to have things run more smoothly.

Consider to open your file on trial license of Pro 2020. Got the same error message?
Thank you for your suggestion. My boss would not even consider purchasing another update at this point and besides, we should not have to update in order to fix a problem with our current version of QuickBooks.
I would appreciate other suggestions.
Just to clarify, I was not asking you to upgrade. If you can open your file on trial license of Pro 2020 and found no error message, the real problem is on your 2019 system. But if the problem still persists on 2020, your file may be damaged.
These errors mean that there is nothing new to download, Mrcool2013. If an update is available, it'll be installed in QuickBooks.
Our engineers are looking for a way to show a "Nothing new downloaded" message to avoid confusion.

I only am getting Error 15227 but still have issues with QB freezing while I'm trying to do something so I don't think it's just a simple matter of nothing new to download. This is very frustrating. My IT guy followed all the suggestions concerning firewalls and digital certificates. Nothing fixed it. Clearly a file is missing.

Currently, there's an ongoing investigation about getting the error 15227 after running updates in QuickBooks Desktop 2019. While our engineers are conducting a further investigation about the error 15227, we have a workaround to help fix the error.
Here's how to fix the error:
1. Run Reboot.bat.
2. Restart your computer, then open QuickBooks Desktop.
3. If prompted appear install an update, click Install Now.
4. If you're unable to install the update, delete and download the update again.
5. Close QuickBooks Desktop.
6. Open QuickBooks Desktop, then go to the Help menu and click Update QuickBooks Desktop.
7. Go to the Update Now tab. Then mark the Reset the updates checkbox.
8. Select Get Updates so redownload the updates.
9. When the download is complete, close and open QuickBooks Desktop again.
10 On the QuickBooks Desktop Update Service window, hit Install Now.
