I have checked this option, and it works fine. There are times that the saved data in the browser's cache will become outdated over time and will cause odd behavior to the program. I'd recommend performing the browser troubleshooting method to fix this.
Let's begin with using a private browser when logging into QuickBooks Online. Then, create a test invoice and select the option Save and New. If a new blank Invoice window appears right after clicking that option, you can go back to the regular browser and clear the cache. However, if it's not, you can use another supported browser as an alternative.

The Save and Send works correctly as you described. However, my issue is with the Send and New. This does not bring up a new invoice. It brings up the same invoice (even if I hit Save and New afterwards).
This is definitely a new bug as I never had this problem in the past.
Any more suggestions would be greatly appreciated!

This behavior may cause by browser issues. Just to clarify, have you tried accessing your QuickBooks Online (QBO) account using a different or a private browser? If you haven't yet, I encourage you to do so. This way, we can verify if this is a browser data issue. You can follow the shortcut keys provided by my colleague MarsStephanieL above to open a private browser. If this works, it means that you need to clear the browser's cache so the system can start fresh.
However, if the issue persists after the troubleshooting steps, I highly recommend reaching out to our QuickBooks Support Team. I am having the same issue. It is occurring in the App, Edge, Chrome, and Firefox. That is 3 separate caches and two different browser backends. The issue is on the Quickbooks side.

Clearing the cache or using another browser is usually the first step in resolving cache-related issues. Since the troubleshooting steps didn't work, you'll want to contact our support at this point.

Our agents will take a look a the system and check what's preventing the Send and new button from functioning. Though, I'd like to do it here. However, I'm unable to access sensitive information in a public space.
Another way to create a new invoice is to simply click the + New icon, then select Invoice.
