I've encountered this issue, and have rebooted, updated, and spent many hours trying to figure out the issue. It was until I decided to redo all of the payroll I was trying to send, and completely redid it all again; when it finally sent through. I'm not sure what caused the issue. But glad I tried that before getting on the phone with support.
I have done all of the above. The only thing I have left to do is call support. I have not had time, but I hope they have a solution.

2107 issue.
8 hours with support. Mostly with Tier 2 (higher level)
"We'll have a supervisor call you NEXT week". says the agent.
I'm glad that there's a long line ahead of me. We will all vote with our feet (or mouses) and find another payroll source. This is horrible.
All the techs can do is GUESS at a solution and use Trial and Error and Error and Error.

Two weeks of insanity and all-day calls to Intuit. Told to delete and recapture an employee - how do you do that when they have been with company 10 years! Not to mention payroll is weekly and W2's are due. Instead I pushed for another option. We tried out all my recent backups and fortunately found one from prior week that didn't have the issue. Had to go back to reinstall backup and recapture a weeks worth of data for entire company.
Then when I tried to upload to the cloud again -same issue.
So - Always be in single user when you do these things and back up frequently. I switched off Cloud in "Manage Payroll Cloud Services". I updated payroll "Get Payroll Updates". Download 'entire payroll update' and ensure PS034 is the result. Log out and close QB. Reboot computer. Try 'Send Payroll Data' again. I hope it works for you.
I don't use the cloud and I am getting the error code. 40 minutes on the call so far, the last 15 on hold. I am losing confidence in Quickbooks more and more everyday.
This did not work for me. It gave me the error code 2017 again, and shows that I still need to submit to QB. Yet is shows my payroll liabilities as if I have submitted payroll.
One hour and 8 minutes now!!
Here is the fix have agent reference number 1599873541 I tried everything and nothing worked. Finally got QB guy on the line (Michael) fixed it in ballpark 30 minutes.

What an inconvenience for me and all of our employees when we are not able to provide them the direct deposit pay that they have been getting for years.
I have done system repairs, computer restores, tried logging in from a different computer, set up another user and tried sending from that account, had our IT check all firewall and internet connections, deleted paychecks and start over, checked all routing and account numbers, tried from single user mode, turned cloud on and off, and still no solution.
Currently looking for new payroll and accounting software. I can't count on Intuit to pay anyone correctly. A few months ago, they double paid our state payroll liabilities to the tune of thousands because of an error in their system. I had to wait 6 weeks for the Comptroller of Maryland to refund the monies.
I have been using QB for over 20 years and it has become undependable and a constant hassle that is now affecting our employees bank accounts as well as ours.

I had this error since 07.07.2023. And only Today - 08.16.2023 they found why I had this issue. After one update some how Payroll Cloud Services - QuickBooks Workforce (where employees has online access to paychecks and W-2's) - was ON. After QB consultant asked me to turn it off - everything become fine. No more error 2107.
So, if you have this option ON and have Direct Deposit error 2107, turn it OFF and see if your Payroll will go through!!!
Go to Employees - Payroll Cloud Services and if you have QuickBooks Workforce status ON - turn it OFF.
I was almost every day with QB team from 07.17.23 till 08.16.23 trying to solve this stupid error 2107 and only after we turned it OFF - Direct Deposits started working.
Four different times I have been on the phone with QB Intuit, and the customer service as well as the "fix" was poor. They wanted me to back out my payroll for the month of August AFTER PAYING PAYROLL TAXES AND LIABILITIES. I had IT and QB on my desktop with me, we all knew this 2107; before that it said inconsistent data. They are of no help. Best thing to do is dump QB.
We've all contacted payroll support. These posts are from 2021. I am just now having these same issues in October of 2023. On phone with payroll support who barely speak English, hard to understand and no resolve after several hours on more than one call.
I am still looking for a fix....
Has ANYONE found a fix for this or should I dump Quickbooks Pro all together and go to Peachtree or NetSuite?
SAME, I deleted almost 3 years worth of payroll and it didn't fix.

Turn off WorkForce - look into the other comments in this string for precise instructions. It worked for me. Intuit won't advise it because you are opting out of (their or) a 3rd parties service when you switch it off. But it worked to stop the error for me. Hope you find the same.
Please explain on the reset ID. This has happened to me twice, the 1st time I had to delete and re-add 107 paychecks, here we are again 3 months later, and I have to delete and re-add 100 paychecks. Workforce is not on, and we did everything under the sun! The customer service rep was very nice and apologetic… its not her fault, but QB needs to do better and come up with a fix. I am seriously considering switching to a different platform. I just can’t bring myself to go through all this work again.
It's clear that QB isn't taking the hit for the issue with their product. I lucked out and got someone random who had a friend help him through the issue. I can't say what they did, I wasn't on the IT side but it saved me from deleting and re-entering everything but know this, even an auditor told us not to delete and re-enter because you have already posted taxes to that payroll and processed them through the IRS and state (whichever state you are in taxes differ) and not to mention the reports are changed that are reported. Quickbooks needs to remember they are not accountants. The fix they keep telling everyone is not acceptable. They are a software program company that is it. Please before making changes to your payroll reach out to your accountant and auditor and be sure that that is the step you want to take, I guarantee you they are going to tell you it is a huge red flag. QUICKBOOKS FIND A FIX! One that doesn't toy with our accounts.
