I had the same issue in early February - except it was stuck on January 25(?), 2021. I worked with QB Support to fix said issue and I was assured my licensing had been corrected and I would no longer have any issues. I went to do my Quarterly yesterday and because of the new Updated Payroll issue I was unable to use any forms and my payroll is all messed up. because it didn't process the correct taxes. So I had to do everything by hand so we wouldn't be late - since you have no late night or weekend support. Why do I bother paying for QB payroll if it doesn't work when I need it.
I an one very frustrated customer.
How do we fix this issue? permanently.
Also, I tried to go through the "Get Payroll Updates" menu tried both options and received a "Error Codes: 40003" what's that?
Can’t deduct tax tables on payrolls

Otherwise, if you add the deduction to your employee’s first payroll of the year, the liabilities will be added to the current year. What you can do is to create an adjustment check dated the same as the last payroll. By doing so, you’ll not have problems with your 2020 tax forms like 941 and W2.
If you have pending paychecks from the Enter Payroll Information window, right-click on the paycheck, then choose Revert Paycheck to undo the changes. Once completed, re-enter the paycheck details to ensure taxes are calculated correctly.

how do I get my payroll module unlocked

Thanks for your interest in payroll. You'll need to have a payroll subscription to be able to use the Payroll service in QuickBooks Desktop. You may contact our QuickBooks Desktop Payroll team to buy one. They will also guide you on how to activate it.

Tried those actions with no luck. I also tried running the QBTools afterward when I try to do the uninstall/repair Im getting a 1328 on config.msi/...tmp I found an article on repairing it(which lead me to QBTools) It seemed to indicate if that didnt work then Id have to do a reinstall
I have an accountants copy pending so IM not sure of the affect there.
I guess I can do my IRS payments manually if needed an dpost them after the accountant finishes if I have to
Forgot I also tried changing my system date to 2/19/20 since it keeps telling me to run payroll update before 2/20/2020 but to no avail

Yes, it's right that when you received the error 1328, reinstalling QuickBooks using clean install is one of the solutions to fix it. Then, if this doesn't work, you can follow the second instructions provided in the article you've mentioned to continue resolving the problem.
On the other hand, the message "Accountant's Changes Pending" shows at the top of your QuickBooks Desktop window to inform you that an accountant's copy of your company file has been created. The accountant's copy allows you to work on current transactions while the accountant works on transactions from previous fiscal periods. When your accountant finishes, you can import the accountant's changes into your company file. You can click this article to view further details: Accountant's Changes Pending message.
However, I still suggest contacting our QuickBooks Desktop Payroll Support Team. They have the tools to pull up your account in a secure environment which we're unable to do it here in the Community. This way, they'll be able to investigate the cause of the issue on why it continues to occur and provide you with extra details of your concern.

Honestly, what fixes mine every time this happens:
Click on EMPLOYEES menu from the top of the QuickBooks screen. In the dropdown menu, click on SEND PAYROLL DATA. When that window opens, click to send your data and enter your PIN. It will update everything and let you back into your payroll again.
I don't know why it does that all the time, but it does. Hopefully this helps!
How do you get a pin?

First, you'll need to set up your direct deposit with QuickBooks. Then, you'll have to connect your bank and verify it to check if it is active or your account information is correct. After that, QuickBooks will ask you to create a PIN. You’ll use this when sending your payroll to us each time you use the feature.
After you verify the Direct Deposit bank account that you registered in QuickBooks. Intuit makes 2 small transactions, a deposit and a withdrawal of an amount less than $1.00 for bank verification.
You’ll need to have the following information to set up your direct deposit with QuickBooks:

Let's run verify and rebuilding data in QuickBooks Desktop(QBDT). This identifies common data issues within your company file.
Here's how:
Go to the File menu.
Select Utilities.
Click Verify Data.
If you see:
"QuickBooks detected no problem with your data," no further action is needed.
A specific error message, there may already be an article for it. Try searching for it in our QuickBooks Desktop support site for specific instructions.
"Your data has lost integrity," indicates there is data damage in the file. You need to run Rebuild Data from the Utilities tab to correct the problem.

Also, you can run the repair tool in QuickBooks. This helps fixes common errors right away.

This cleared them and got me back in the game.
