If an electronically filed W-2 is rejected, the status will be recorded in the E-filing History window and audit trail for the form submission. We can check the form information and the problem and solution messages sent by the agency, then file it again.

I have sent mine on 1/3 and still shows processing..??? looks like Wisconsin no longer accepts PDF files and QuickBooks is working on getting this issues fix.

This is normal. The SSA sometimes does not respond for months.

The same general rule applies. Agencies take different amounts of time to respond to your submissions. Weeks are quite normal. Sometimes a month of more.
Unless you see "Rejected" or similar as a status, there is nothing wrong and no reason to call support.

If there's new information or any changes from the state agency, QuickBooks usually send status updates about your WI-W2 form.
I suggest checking the e-file status in QBDT. This way, you can ensure that your form is received by the agency promptly.
Here's how:
1. Click the Employees menu. Then Payroll Center.
2. Choose the File Forms tab in the Payroll Center.
3. From the Filing History section, Go to the E-Filings tab. If the status isn't updating, toggle between the Saved Filings tab and the E-filings tab. This way, it will refresh the E-Filings list.
4. Hit the View link in the Audit Trail column for more details.

But what if it is not a reject situation? Efile status shows Submitted to Intuit. That was on 1/9/2020 - nearly 2 weeks ago. I have contacted WI and they do not have the 2019 W2s as yet. Will QuickBooks get this issue resolved prior to 1/31 for timely filing? If not who will pay the penalty?

Since it has been two weeks and your state has yet to receive the Wisconsin W-2 form, I recommend contacting our QuickBooks support. The transmission should not take long since we send out the form to your state together with the tax payment.
Our support will be able to check your account to see why the form is not yet transmitted to WI Department of Revenue. Note that it may take longer than usual to get in touch with a representative.. I called QB support and have advised me that they are having issues with the WI state agency and working on trying to resolve. So far now I have to sit and wait.... These reports need to be file on time or else the company will get penalize. Quickbooks should pay for the penalty.
i agree QB should pay the penalty.
I did that. THey had no answers either. Other than to read me verbatim the text of the email I received indicating its a problem with QB and they are currently researching the issue with the agency. But there is no timeline for a solution and I am concerned about late filing penalties.

QuickBooks will notify you via email if the filing of forms is successful or not. Also, you can manually submit the W2 From for Wisconsin to avoid penalties. But before doing so, let's first check the status of your filing to avoid duplicate submission.
Here's how to check your filing status:
If the status is Submitted to agency, this means that the forms are already filed by Intuit. However, you still have to wait until it becomes Agency accepted.

Our company have about 85 employees, there is no way I am going to enter this information. Please resolve this issue by January 31st.
When does quickbooks notify us? Forms are due the end of this month.
Mine finally showed they were sent last night and today (Friday) they show "accepted".

mine show agency accepted but missing an agency tracking number? previous years QB provide agency tracking number???

Once the agency accepted your e-filed W-2, the status in QuickBooks Desktop (QBDT) should show accepted with an agency tracking number. You should also receive an email confirmation as well.
If you're unable to see it, I highly suggest contacting our Payroll Support again. They're able to pull up your account in a secure environment and provide the tracking number to you.
