I'll take this opportunity and help you fix the Price rules issue.
If the rules don't apply correctly, we can run the Verify/Rebuild Utility. This built-in tool automatically helps detect any issues in your company file and corrects them.
Beforehand, create a backup copy of your QuickBooks company file: Create Back up Copy.
To verify data:
- Choose File then Utilities.
- Click on Verify Data.
If the tool detects an issue, rebuild the file by following these steps:
- From the File menu, choose Utilities and select Rebuild Data.
- Click OK in the QuickBooks Information window and wait for the tool to repair your file.
- Hit OK once done.

You can also delete and recreate a rule to check if it is damaged or not. To do that, follow the steps below:
- Go to the Lists menu, select Price Rule List.
- Select the price rule you want to delete.
- Pick the Price Rule drop-down arrow and select Delete Price Rule.
- Hit OK when you get a confirmation prompt.
