I've reviewed our ongoing/solved investigations and can confirm there's currently no records of subscribers reporting that they're unable to connect their American Express checking accounts.
To verify my understanding, when you try connecting it, do you encounter any error messages?
Initially I'd recommend signing in to your account on the financial institution's website and confirm there's no messages or prompts to action on your transactions screen. If there's any, address them, sign out, then try connecting the account again in QuickBooks.
If you're still unable to connect your checking account, I'd recommend checking the browser. It's possible this could have something to do with temporary internet files. Browsing applications store these types of records, but sometimes they can cause issues with certain webpages. You can open a private window and try connecting your account again.
Here's how to access incognito mode in some of the most commonly used web browsers:
If you're able to connect it while browsing privately, it's safe to say this problem's being caused by your browser. It can be fixed by clearing cached data and Intuit-specific cookies.

I've been trying to do this for weeks and getting nowhere. It fails every time.

I think the answer is that you cannot connect AMEX checking accounts to Quickbooks. Don't ask me why AMEX decided to release a new product without full functionality but they did. There are other problems with AMEX checking that need to be worked out as well.
I am having the exact same issue and just got off of support with American Express. They said that they do not currently support integration with Quickbooks but are "working to have that soon." I may have to switch banks.
