I'm in reports, search field, and I type in Employee Contact List. There is no such thing....

Welcome to the QuickBooks Community. Let me discuss which QuickBooks Online version has the Employee Contact List report. Then, ensure to perform troubleshooting steps so you can see the said report in your account.
Financial reports provide you with snapshots of various areas of your business. However, there are only available for certain subscription levels. With this, the Employee Contact List report is only available in the Plus version and this could be the reason why you're unable to see it.
If you're already using the said version and the issue persists, it might be the cache full of history and temp files caused unexpected behaviors. I recommend logging in to your QuickBooks account using a private browser and running the report from there. This is to rule out the possibility of a webpage issue and private browsing doesn't store local files or cache.
Use these keyboard shortcuts based on the browser you're using:
If it works in incognito, you'll have to clear the cache of your regular browser. This removes the history or log of sites so you can start with a clean slate. If the steps above didn't work, use another supported browser as an alternative.

Why did the option to set default billable rates at the employee level go away in QBO? Going in to each time entry and updating for each entry for every employee is crazy crazy. Plus now most of the project reporting available is useless.

What if I don't have Employee contact list in my reports list? Where else do I look?

There is no "additional information" dropdown when I click on an employee. And there is no "Edit" in the Action dropdown.

Are you attempting to enter a billable rate? The steps provided by my colleague above are applicable only if you don't have an active payroll subscription. In case you do have one, you won't be able to enter a default billable rate from the employee's profile directly. Nevertheless, there is a workaround available to help you with this.
The billable rate represents the amount you charge customers for products and services. When you enter time for projects, the rate you input for a specific employee will become the default one. The next time you enter time, it will automatically populate once you select that employee's name. See the screenshot below.
If you need to enter your employees' cost rates, the instructions below will ensure your success:
Once you’ve entered billable timesheets, you’ll see them available to add to new invoices.

The weekly timesheet option (accessed from +New/Employees) has changed. There is no longer an area to input the rate. Now what? How do I input different rates for a specific person - rates that change depending on what project they are doing?

None of the above suggestions solved the problem. I am not able to input varying billing rates. Even the default billing rates are not showing up on invoices.

In Quickbooks Online Plus and Essentials, you can track billable time by job by setting up jobs as sub-customers. You can then invoice your billable time and keep all your expenses organized.
