I have solved my particular issue. One of the recent updates must have disabled the progress invoicing option. I found it switched to "off". Once I enabled it I was able to once again generate progress invoices.

Since being converted to the new invoicing format, we can no longer send 1 client 1 invoice for the month with multiple projects on it. These are not progress tracking projects, just project codes for the client to assign expenses. It is very problematic for us.

I also cannot see where to click "Old layout" and when I go to my old invoices, my excise tax has disappeared and when I create new invoices, there is no where for me to put the excise tax.

As for your other concern, the excise tax should show on the old created invoices. To further isolate why it's not showing, we can narrow it down by performing basic troubleshooting to refresh your QBO account.
To begin, log in to your QBO account via incognito mode or a private window. This way, it confirms if the cache is the cause.

How and where did you find this "OFF" switch? Our entire 25 years of QB clients has been compromised by the most recent invoice change, as we get error code after error code when trying to duplicate older invoices into new invoices and send to clients. It will not allow it on many. No solutions given in a dozen calls to reps. Help!
