Are you referring to the 10 digit pin used for E-Filing? If so, Once your enrollment for E-file services is approved, IRS will provide you a 10-digit PIN that you need to enter every time you e-file Federal Forms in QuickBooks Desktop. If you haven't received the PIN, I'd suggest contacting IRS E-file services at 866.255.0654 to request the status of your application.

The IRS website states that set up of this number would start with the software, where in QB DT Pro-2018 is this at?

Let's make sure to change the filing method of your Federal Forms to e-file. Let me walk you through the process.
Then, enroll in the IRS e-flile program.
Once done, IRS will verify that your EIN, legal name, and the officer or employee of the company's contact information match their record.
The agency will send the 10-digit PIN to your company legal address if all the information matches your record. It may take up to 45 days to receive your PIN. However, if your enrollment isn't accepted, you'll be notified via mail on how to correct the enrollment.

I recently took over the position of preparing payroll, I have changed my name in quickbooks should I also get a new pin as the old one is connected to our previous employee? and if so how would I go about doing so?

You don't need to get a new pin as long as it's the same company. And let me redirect you to the best help available.
If the contact person is still the previous payroll admin on file, I recommend contacting IRS to get it updated. They're the best support to advise you if there are changes that need to perform.

Thank you for your interest in paying and filing your taxes online. I'll be happy to share a reference.
For QuickBooks Online, you need to have a payroll subscription. Just click Payroll on the left-hand side and follow the onscreen instructions to enable the payroll feature. It's another subscription, by the way. Then, you can follow the steps in this article to enable the e-file and e-pay feature: Set up e-file and e-pay in QuickBooks Online Payroll.

I went through all of the measures in setting up my payroll through my Quickbooks Online subscription. My bank account is verified, and all of the check marks are green.
