If you need to change your accountant in your QuickBooks Online account, you’ll need to delete your old accountant’s information.
Here’s how:
Note: If you delete a user the history in the activity log for the user will remain.
If you'd like to give your new accountant access to your company, see the steps below.
When you click Finish, an e-mail will be sent to your accountant. Tell them to read the e-mail, and then click the link that says Click Here. If they already have a QuickBooks Online user ID and password, they can use it. If not, this is where they create their user ID and password. Please note that the user will not be able to accept this invitation from the mobile app; they have to accept the invitation through the email link.

What if the add accountant link doesn't come up after deleting it? I now have no accountants. My account is the master admin too.

To make sure this isn't an issue with the browser, I recommend clearing the cache first. Every so often the cache can get bogged down with older stored data which can potentially cause system errors in QuickBooks Online. Clearing it will get everything back up and running at optimum performance. For example, if you're using Chrome, these steps will walk you through the process:
1. Click the three vertical dots in the top right corner.
2. Select History, then History once more.
3. Choose Clear browsing data.
4. Only check Cached images and files.
5. Change the Time range to All time.
6. Click Clear data.

In my situation, the "old" accountant has "master admin" and has become non-responsive. I can not get the old accountant to return calls or get the work done to complete my return(s).

I am not surprised if Intuit declined your request as long as your old accountant paid the subscription bill to them. If you still hold a Company Admin credential, you may open a new QBO account.

Then you may have 2 options as workaround:
1. Utilize a 3rd party migration tool to clone the data
