Currently, there's an ongoing investigation where some users where being rejected in submitting E-payments. Rest assured our engineering team is working for a fix.
In the meantime, you can make the payments on the EFTPS site and record your payment in QuickBooks.
On the other hand, I encourage you reaching out to our engineering team so they'll include you to the list of affected users. This way, you'll be notified via email of any news and updates. Let me guide you how.

We have the same issue. What was odd, everything worked fine with QB 2017 Desktop, but when we upgraded to QB 2020, it stopped working.

Since you've mentioned that you've just upgraded to a newer version of QuickBooks Desktop, there are a few thing we need to do. I'd recommend updating the following:
After that, you can try your EFTPS password to see if it is now working. If the same thing happens, we can try updating the password. This problem existed in 2019 and has now arisen for all of are clients. This creates an issue id the rejection notices is missed. We rely on the Software to work correctly. Since noting has been done to correct this problem, it would seem appropriate for Intuit to be responsible for any penalties associated with missed deposits. Furthermore, if the problem is not resolved now, we will have to change payroll software providers.

I appreciate you for posting here in the Community about the E-Pay issue. I would feel the same way in that situation if the problem continues after experiencing the same one from the past.
There are solutions you can share with your clients to get back on track. I recommend checking out this page for detailed information: Troubleshoot efile or epay rejection issues.
If the problem continues, I'd suggest using the Get a callback or Start a chat feature from the Help menu. This way, they can securely access your account and resolve your issues timely.
