I noticed that QB online Payroll includes free 1099 e-filing. If we choose to e-file 1099 forms, QB will print and mail forms to contractors for free. Correct? Or is there an additional charge for that?

When you file 1099’s, all contractors with email addresses will receive an invite to access their 1099 forms online. The option to print and mail 1099’s will be available. Depending on which QuickBooks payroll product you are using, you will either have the option to print and mail those yourself, or QuickBooks will do that for you.

There is a fee for filing the 1099 forms with your current subscription. However, you'll be able to file unlimited forms with it.
There might be a change with the associated fees, so I'd recommend contacting our agents to know the fee breakdown. We're unable to check billing details here, but our phone agents can.

Regarding the printing and delivering the forms, we'll automatically send them to your contractors. Printing and mailing can also be done with your subscription using our 1099 E-file service website.

A couple of clarifications:
1. If the contractors cannot access their 1099's online, is there a way to download them and email the 1099's for the contractors?
2. Are all parts available to download (Part A, B and C) after e-filing them. I'm guessing Part B and C can be printed on regular sheets - where as Part A is filed electronically so there's never a needs to mail them - is that correct?
3. Does QuickBooks also e-File 1099's for states or mail them out to states or does it prompt you to do it yourself? (for example Georgia and Massachusetts)

I have used 1099 e-file in the past with no problems. This year, when I try to log in to pay the $12.99 fee and to file, the sign in just loops over and over and never moves to the next step. I've tried logging out and trying again and that doesn't work.
