I have various steps to ensure your employees receive their paystubs in PDF format using their iPhones.
Are you using Outlook as your email provider? If so, your employees will encounter this issue when the recipient's email client is unable to receive a rich text format (.rtf).
To fix this, let's configure your Outlook format. To do this, follow the steps below:
After that, re-send the paycheck to your employees to verify if it's performing well. If the issue persists, I'd suggest using another email besides an Outlook email. Here's an article for more information and the steps on how to set up your email service in QuickBooks Desktop.
If you're using a different email provider, please let me know in the comment section. This way, I can provide the most appropriate troubleshooting steps to fix the issue.

I did the change on outlook and it's still not working
Appreciate the update, @wdrilling. I want to ensure your employees can receive the PDF file of their paystubs.
Since the issue persists even after following the suggestions above, I recommend contacting our Payroll Care Team, work with one of our specialists to pull up your account on file. Letting our product engineers investigate why the paystubs' files are incorrect format.

Have there been any updates to this issue? We just upgraded to 22 and now my employees with iPhones cannot open their paystubs. My outlook is already formatted as you suggested. What can we do?

QuickBooks Workforce is free and provides your employees with instant access to their pay stubs and W-2s.
Since you mentioned that you upgraded your account to the latest version, you'll need to set up a company file for QuickBooks Workforce admin and re-invite them again.
