If I went through the process, then the IRS said that it had already been asigned previously, can the hotline help give it so I can file w2 sooner than later?
It will take 7-10 banking days to get your 10 digit pin from the IRS, jcberg.

You can ask for a new one through the IRS website if it's missing or lost. Once your enrollment for E-file services is approved, IRS will provide you a 10-digit PIN that you need to enter every time you e-file Federal Forms in QuickBooks Desktop.

I'm stuck in this viscous cycle. I did an upgrade to my Quickbooks and now my 10 digit pin is no longer typed in when I go to electronically submit my 941 for 2nd quarter. I have called the IRS, who tells me they don't supply the pin and that it comes from EFTPS. I called EFTPS and they said the IRS has the 10 digit pin. I called a different number for the IRS who said they don't handle it and gave me back to the original IRS phone number I called. That IRS representative told me Quickbooks gives me the 10 digit pin. This is ridiculous! Every call is an hour or more hold time. How do I get someone to send me the 10 digit pin?

You'll receive a letter containing your 10-digit personal identification number after signing up for E-file services (PIN). If you've never received or have lost it after receiving it, I recommend contacting the IRS E-file services to reset your pin.

I am a staff accountant for a CPA firm. I have been manually filing Form 941 for several employers. I am trying to get a 10-digit pin to efile this form. Can I use the same number for all employers? or Do I have to have a separate 10-digit pin for each employer?

Yes, you can. We don't need a separate PIN when filing their payroll tax forms. I'll share with you what to do so you can prepare and submit their form 941.
We have to register as a Reporting Agent on the IRS website. For the employers we plan to e-file, we'll need to complete and submit IRS Form 8655. We can download a copy of IRS Form 8655 at this link: IRS Form 8655. On page 2, there are directions for filling out the form.
Then, create an IRS e-Services account. To access the application and understand the requirements, we can go to the IRS e-Services website. Please note that a username, password, and PIN you use to access your e-Services account must be created when you set up your account. Once done, submit your application.
Once you pass the suitability check process, you can now e-file form 941. Here's how:

Let's go ahead and have you clear your cache to remove interruptions that are affecting your browser. Clearing the cache will eliminate any corruptions, allowing the page to load a clean copy. Depending on your browser, follow this link to clear those cache.
Another solution I would like for you to take if you are still experiencing this issue is to use a different browser to see if this situation happens on all platforms.

The quickbooks employees are leading you in the wrong direction. I called the IRS and they told me that a lot of Quickbooks customers are being told to call them, but this is bad advice. You apply for your 10-digit PIN through Quickbooks. Quickbooks sends your application to the IRS. Just do the following:

The community QB is of no help with this AT ALL. When I click on it, it takes me right back to the same thing, to sign in. This has been so frustrating over the years that I just mail my report and payment in via snail mail. QB needs to make their information a LOT easier. Especially with the pricing going up so much each year!
