One of the benefits of the ProAdvisor Program is the Merchandise Store. However, please note that you must be Gold tier or higher to have access to this. You can simply go to the Benefits tab from the ProAdvisor menu, then Marketing tools.
You'll want to use an incognito window and check the store from there if you're in the Gold tier or higher but have no access to it. Incognito won't save your browsing history which can result in an error.

As mentioned by my colleague AlexV, you must be a Gold tier or higher to access this benefit. In your case, since your level of status is Platinum, this is the reason why you're unable to see it.
