I am having this same issue, were you able to resolve it? I have had four different payroll experts from QB open cases and escalate the issue for further help and I very quickly get an email stating they can't make any changes but with no explanation. I have my cell number in every other area of our account but it won't let me change it in the payroll settings without verifying that it's me and like you, they are trying to text our landline and the call never connects.

Did you even read my post? I have gone through that process four different times, spent hours on the phone, they have sent the ticket and it is quickly rejected. Please tell me who I can call to fix this. The payroll contact center has exhausted what they can. There is some issue with your routing of tickets and this has so far taken over a week!
They are trying to text and call our landline to verify it's me before they will change the number. Obviously that doesn't work. I'm working with someone in the Office of the President and they can't figure it out. Why can't they email the verification code? This does not need to be this difficult. Why can't a human being call the landline to verify? I'm being told the only solution is to start a new payroll account and I would have to reenter all the employees information again. I am not a happy customer.
Anyone from a company with self respect would read email chains like this and be embarrassed. Lots of irrelevant official replies, or statements to contact phone support, except phone support is also unable to fix the problem. Except phone support steals hours of your time trying to fix it. And they refuse to escalate.
We've got the same issue. We can't run payroll, and Intuit customer support is severely incompetent yet they're the only ones who can fix it.
