Changing the payment info for your QBO subscription requires having a Master or Company Admin access. You may have a "Standard user" type, that's why the system says you don't have the permission.
If you aren't the admin, I'd suggest contacting them to change your user rights. You can let them follow the steps through this article: Managing Users. Just have them go to the Change what a user can do and see (user type) section.
If you're already an admin, but the error persists, the browser's stored cache may be full. Let's perform some steps to resolve this.
We can start by logging into your QBO account using a private browser. It doesn't store data in the cache. Thus, it's a great way to isolate browser-related issues. If you're using Mozilla Firefox or Microsoft Edge, press the CTRL + Shift + P shortcut on your keyboard. For Safari, hit Command + Shift + N. Press CTRL + Shift + N if you're using Google Chrome.
From there, go back to the Billing & Subscription tab to update the credit card info. If it works, let's clear your regular browser's cache to have a clean slate. This way, it'll function efficiently. If private browsing doesn't work, use other supported browsers to get the best and most secure experience with QBO.
Aside from updating your credit card details, you can perform other tasks in the Billing & Subscription tab. Two of them are changing your billing cycle and upgrading your subscription. I signed on as admin. I signed on to my account using the account password. I tried to update my credit card info. It keeps telling me I have to sign in as admin. I am signed in as admin! I tried clearing all my browser caches. I changed passwords. Nothing I do makes any difference. I still can't update it.
I have now spent several hours trying to fix this. Why won't it work?
I am having this same issue on Desk Top Enhanced Payroll. A while back this happened & I just called and it was taken care of. Now I just keep getting referred back to F1. I'm about to get locked out of my payroll service and in a panic here.

Aside from the option in QuickBooks Desktop that allows you to update your billing information, we can also do it outside. We can go to the Customer Account Management Portal and update your billing information. You can use this link for reference: What is CAMPs and how do I use it?.
From there, you can already update the billing information.

I'm trying to update my credit card info and everything you just told me dies not work. It is not a short cut when you type ctrl+shift+p. It asks me to print a copy of what I have on my screen. Total waste of time
