I QuickBooks Online (QBO), we have the QuickBooks invoicing feature where customers pay by credit card, Apple Pay, or free bank transfer—right in their online invoices. Just sign up for QuickBooks Payments for your customers to pay invoices online.

I'll share some information about the payment network account migration.
As mentioned above, our QuickBooks Merchant Service, GoPayment, and Intuit Payment Network (the one that you're using in receiving payments via QR code) have been combined into a single program which is QuickBooks Payments to improve your experience and help you get paid faster.
Please know that your IPN account has been updated to a QuickBooks Payments account that combines the Intuit Payment Network functionality emailed invoice payments with additional features to streamline the process of creating transactions. Using your QuickBooks Payments Account, you can securely email an invoice with the Pay now button. Since you just need to accept a payment without creating/sending invoices, you'll want to use the mobile payments of the QuickBooks. Once you'll subscribe, we’ll send you a free card reader that enables you to accept payments on your iPhone, iPad, Android, or tablet, via the QuickBooks Mobile app.
In addition, you won’t see new QuickBooks activity at ipn.intuit.com. Instead, you’ll need to go to the Merchant Service Center. (Log in using your QuickBooks Online credentials.)

I also need to generate a generic link that people can use to pay. I have a client with several overdue invoices that wants to pay with one payment. Can I create a link so they can pay and manually link to the appropriate outstanding regular and finance charges invoices? (I'm using QB 2020 desktop.)
Please answer the question about a generic link, like what used to exist in the IPN platform. Do not provide information about creating and sending invoices to clients. That's not the solution to my question or to the original question posed above.
Ultimately, I'd like to include the generic link in the Statement Template so clients can click it and type in the amount they want to pay.

As mentioned above, QuickBooks combined the previous options into a single program which is QuickBooks Payments.
You can send one invoice link to your customer that wanted to pay a one-time payment. They can click the Edit option in the Payment Amount section so your customer can enter the whole amount they owe.
Then you can manually record the payment you’ve received to clear other invoices. Here’s how:

QB Payment links are only for a single use with a single customer. You have to generate a new payment link per customer payment. You will need to have a 3rd party payment processor to share a generic shareable multi-use payment link. Explore these options:

How about a QR Code that works with GoPayment. The only generate a QR Code I find is for employees to check in and out of work. We use Quickbooks online and GoPayment and would like to create a QR Code that would allow us to process donations via QR Code.
