There was a payroll update this morning and I believe the issue is corrected. I was able to go into the "Manage Filing Methods" section without an error message... so far so good.
This is NOT the error we all are receiving - so please expaling how you 'Fix" applies to THIS problem???!!

Quickbooks Support- how are you suggesting that your customers run payroll while their tax rates are incorrect and they arent able to update them? What is your payroll solution in the meantime?

I've reviewed our ongoing investigation about Payroll set up Error 2023 Code 05396 40000 appearing when trying to use the setup wizard and can confirm it's been resolved as of today.
If you're still encountering the crash and/or error message when trying to use your setup wizard, our Product Investigations team initially recommends confirming you're using the latest software and tax table updates, then restarting your computer once you've confirmed you're up-to-date.
Here's how:
In the event you continue encountering the error or crash after performing the above-mentioned troubleshooting steps, you'll want to get in touch with our Customer Care team and reference the investigation's case number (INV-97468). They'll be able to pull up your account in a secure environment and look into reopening our investigation, or creating a new one if necessary.

They have fixed the problem. Updated and all is working now, and I am able to access payroll setup. Thanks so much for your help.
I just spoke to QB customer support about investigation's case number (INV-97468) because I am getting the same error as the original poster even after going through the suggested steps. Customer support said the problem is still be worked on and the hope to have it fixed this week. Today is 1/16/24.

Please know that we are aware of the urgency of getting this resolved right away. Based on our records, the investigation (INV-97468) is already closed. In your case, I recommend reaching out to our Phone Support team again.
I know that you've already gotten in touch with them, but it's the best we can do right now given that they have all the tools to look at your account securely through screen sharing to more precisely pinpoint the difficulties you've been experiencing when doing a payroll setup.

So what happened with this? I am having trouble opening my payroll forms. After long hours of going from one tech to another I was told I was using an older version of payroll that was discontinued and that I needed a new one. Bundled it with our enterprise for an extra $5700 and can’t get payroll setup without crashing and still don’t know if my payroll forms will open.
I know how difficult it is to have a function not properly working the way it used to before, @lilavalv. I'll share additional steps to help you set up your payroll in QuickBooks Desktop (QBDT).
To start, let's make sure that your QBDT program is updated to the latest release to ensure you have the recent components and fixes as well as your payroll tax tables.
Once done, attempt to set up your payroll again.
If the issue persists, I highly recommend getting in touch with our Technical support team again. I know that you've already contacted them, however, they are the only ones who use specific tools to further check your account and verify the cause of why you're unable to open the forms and set up your payroll.
