Error when trying to access Payroll Setup

I understand that you're facing some challenges with setting up QuickBooks Desktop (QBDT) Payroll, and this isn't the kind of experience we want you to have. There is still an ongoing investigation regarding the QBDT 22/23 Payroll setup crash Error when going to the payroll setup wizard after getting the latest QBDT product update. Payroll set up Error 2023 Code 05396 40000 (INV-97468). The best course of action we can take in the meantime is to reach out to our Customer Support Team and ask them to add you to the list of affected users. You will receive email updates and get notified once it's resolved.

Contact QuickBooks Desktop (Windows)

 

  1. Open QuickBooks.
  2. Go to Help, then select QuickBooks Desktop Help/Contact Us.
  3. Select Contact Us.
  4. Give a brief description of your issue, then choose Continue.
  5. Sign in to your Intuit account, select Continue, and then Continue with my account.
  • If you don't already have an account, make sure to Create a new account.
  1. We'll email you a single-use code. Enter your code and select Continue.
  • If you have more than one account, select the account you want to use and then Continue.
  1. Select to chat with us or Have us call you.

There was a payroll update this morning and I believe the issue is corrected.  I was able to go into the "Manage Filing Methods" section without an error message... so far so good.

Quickbooks Support- how are you suggesting that your customers run payroll while their tax rates are incorrect and they arent able to update them? What is your payroll solution in the meantime?

I've reviewed our ongoing investigation about Payroll set up Error 2023 Code 05396 40000 appearing when trying to use the setup wizard and can confirm it's been resolved as of today.

 

If you're still encountering the crash and/or error message when trying to use your setup wizard, our Product Investigations team initially recommends confirming you're using the latest software and tax table updates, then restarting your computer once you've confirmed you're up-to-date.

 

Here's how:
 

  1. In the top menu bar, go to Help, then Update QuickBooks Desktop.
  2. Click Update Now.
  3. Hit Get Updates.
  4. Close and reopen QuickBooks to install your update.
  5. In the top menu bar of QuickBooks, go to Employees, then Get Payroll Updates.
  6. Click Download Entire Update.
  7. Select Update. A window will display when your download's complete.
  8. Once you've confirmed QuickBooks and the payroll service you're using are up-to-date with their latest releases, restart your computer the issue is occurring on.
  9. After the computer has booted back up, run QuickBooks and try accessing your setup wizard again.

 

In the event you continue encountering the error or crash after performing the above-mentioned troubleshooting steps, you'll want to get in touch with our Customer Care team and reference the investigation's case number (INV-97468). They'll be able to pull up your account in a secure environment and look into reopening our investigation, or creating a new one if necessary.

I just spoke to QB customer support about investigation's case number (INV-97468) because I am getting the same error as the original poster even after going through the suggested steps. Customer support said the problem is still be worked on and the hope to have it fixed this week. Today is 1/16/24.

Please know that we are aware of the urgency of getting this resolved right away. Based on our records, the investigation (INV-97468)  is already closed. In your case, I recommend reaching out to our Phone Support team again.

 

I know that you've already gotten in touch with them, but it's the best we can do right now given that they have all the tools to look at your account securely through screen sharing to more precisely pinpoint the difficulties you've been experiencing when doing a payroll setup.

So what happened with this? I am having trouble opening my payroll forms. After long hours of going from one tech to another I was told I was using an older version of payroll that was discontinued and that I needed a new one. Bundled it with our enterprise for an extra $5700 and can’t get payroll setup without crashing and still don’t know if my payroll forms will open.

I know how difficult it is to have a function not properly working the way it used to before, @lilavalv. I'll share additional steps to help you set up your payroll in QuickBooks Desktop (QBDT).

 

To start, let's make sure that your QBDT program is updated to the latest release to ensure you have the recent components and fixes as well as your payroll tax tables

 

Once done, attempt to set up your payroll again. 

 

If the issue persists, I highly recommend getting in touch with our Technical support team again. I know that you've already contacted them, however, they are the only ones who use specific tools to further check your account and verify the cause of why you're unable to open the forms and set up your payroll.

I was actually able to find and fix my problem on my own. For months, I had items showing up in the "Other Payroll Items" window that weren't a part of the employee's Additions, Deductions, and Company Contributions. One employee even had double Federal tax being taken out and I had to delete it on every paycheck. I stumbled upon the fact that these items had inadvertently been added in the "Other" tab in the taxes. This had to have happened during a update or power failure or some sort of other issue. Once I deleted these items, all my errors disappeared and I'm able to access Payroll Setup successfully. Check everyone's Other Taxes to make sure all items listed are correct!

I am once again (October 31, 2024) unable to access the Payroll Setup module in QuickBooks Enterprise.  None of the fixes listed in this thread or in the referenced thread/article  ("Fix error codes 00000 XXXXX in payroll setup") resolved this issue for me.  When searching the report header for "Exception String 0" I was able to locate the following:

 

Exception String 0</Name><Value>System.Exception: Exception in New Payroll setup !!exception thrown in  background task ---&gt; System.Exception: exception thrown in background task at Intuit.QuickBooks.Payroll.Shared.Util.IndeterminateProgressWorker.DoWorkInternal(String initialProgress)

 

 

I have performed all the steps suggested (download updates, run rebuild, etc.), to no avail.  Is this older issue resurfacing for anyone else?

I have checked our records and found no new alerts or reopened investigations about this. Allow me to share additional steps to ensure this works for you.

 

If you haven't explored this option yet, you can temporarily uninstall and reinstall the software. We recommend this for customers who continue to experience issues even after following the basic troubleshooting steps.

 

This process replaces your QuickBooks installation files and can resolve some of the most common technical glitches, including errors when opening the Payroll Setup window.

 

Before starting, make sure that you keep a copy of your QuickBooks Desktop product and license information. This will be necessary for the reinstallation process.

 

After that, follow these steps to uninstall QuickBooks:

 

  1. Open the Windows Start menu and search for Control Panel.
  2. Select Programs and Features or Uninstall a Program.
  3. Look for QuickBooks Desktop.
  4. Click Uninstall/Change or Remove, then select Next.
  5. If you don’t see this option, sign out, and then sign back into Windows as an admin.

 

Once done, reinstall the software. During this process, QuickBooks will automatically create new folders and rename the old ones. Let me share this article as a guide: Reinstall QuickBooks Desktop.

 

If you have already completed these steps, we'll need to investigate further. Other technical errors that are unique to your company file or setup can cause errors to reappear.
