There is no Receipt tab in the Banking menu. Though, you can select and click a transaction in the For Review tab and click Add attachment (see attached screenshot) to add a receipt.
You can also use the mobile app receipt scanner or save them as attachments when recording transactions in QuickBooks Online.

They have Add Attachment (paper clip icon) under Banking/For Review tab.
Just click transaction row, you should see "Add Attachment" link to attach the backup receipt.

Thanks JenoP! Yes the only way I found to add a receipt to a transaction within QBO was using the For Review tab and click Add attachment (see attached screenshot) to add a receipt, as you suggest.
However, when in QBO I searched "add receipt to transaction" and it gave me the following article. I cannot locate a Receipts Tab option in QBO as it instructs me to do. Is this for QBO or a different product?

Also, I have searched high and low for the Receipt Scanner in the Quickbooks app on iOS and cannot locate it. Is there an article/video/post that shows step by step instructions on how to access this feature and then scan a receipt using the app? Note: The video in the bottom of page https://quickbooks.intuit.com/features/receipts/ does not work. I get this error.

I found the instructions by clicking the help button and searching "add receipt to transaction" all while being logged into my QBO account. The first answer provided was the following article. If this is not applicable then why is it provided as an answer? Is this not for QBO?

I've got information about the Receipts tab on the Banking page, succulentbar.
Currently, this is not available to all QuickBooks Online accounts, but eventually, it will. In the meantime, we suggest to use the Add attachment option as pointed out by JenoP.

Good question.
It looks like a new feature that has not yet been implemented. They really should not activate the help article until it is.

When will it be available here? I have a client that has an Australian version and it is available on that one but not the US version. They really want it in the US version as well
Trying this again. I have a client that states their Australian sister company has that capability. Why doesn't the US? Will it be available soon?

The Receipts tab is now being rolled out with the US version of QuickBooks Online (QBO). You can either click on the Transactions or Banking menu at the left pane.
I've added this screenshot for your visual reference.
If you don't see the tab on your QBO account, I recommend logging out and log back into QuickBooks to refresh the page. Moreover, you can access QuickBooks using a private browser to narrow down the result. This browser prevents any virus infections that can cause unexpected behavior when using QuickBooks.
To save you time, use either of these keyboard shortcuts:
If it works fine, go back to your original browser and clear its cache to start fresh. Besides, you can log in to your account using another supported and up-to-date browser.

Looks like the Receipts Tab is not activated in the India version of QBO. I too dont find it in the Banking Menu.

What you said is correct. The Receipts tab is unavailable to the QuickBooks Online (QBO) India version. What you can do is upload bank transactions by hand. Follow the steps in this article: Manually upload transactions into QuickBooks Online.
I also recommend reconciling your bank accounts once a month. This way, it's easier for you to spot issues and correct them. See this article for the steps: Reconcile an account in QuickBooks Online.
