I cannot enter a UK postcode as it only give me the option to select a state in USA. How can i tell it i am in the UK

Just to clarify, are you trying to set up a UK QuickBooks Online account? If so, it sounds like you may have signed up for the US version. These versions are optimized and configured for their respective regions, so options such as postal codes can vary. Additionally, you can signup for the UK version at the following link: QuickBooks UK.
