I selected one of the classes that does not reduce usage and checked the audit log to see if it was imported. It was not imported. There is no easy way to find the record where it was created because of the extremely limited ability to filter the audit log, but it was definitely not added as part of the original conversion from the desktop version.

Since you didn't import those classes, I recommend contacting our Customer Care Team. This way, they'll be able to check further the root cause of the issue why it won't reduce usage when making inactive
