Updating your sales tax information is imperative to keep your accounts and transactions correct. I'd be happy to go over how sales tax is updated in QuickBooks Online.
When the government changes a sales tax amount we send out an update that would correct the amount of the sales tax code. We wouldn't make a sales tax code inactive and update it for you. If you're seeing your sales tax code say its 14% and not the 15% it's suppose to be could be due to the sales tax code your using being custom created. I recommend following the steps in this article to make sure you're sales tax is set up correctly.

The sales tax code of 14% is not customized. It's part of the sales tax code maintained by QuickBooks.

I see Nick K has provided valuable information to assist you with your sales tax in QuickBooks Online. In addition to that, you can create a new sales tax for the 15%. Once you create the new tax code, you can proceed with making the previous one inactive as you feel necessary. I'll be happy to provide some extra insight here!
As previously mentioned, QuickBooks doesn't create tax codes or make them inactive on your behalf. Before setting up a new tax code for the 15%, I recommend taking a look to see if it's been made inactive. Here's how:
1. Open Taxes from the left menu and then Sales tax
2. Click on Manage sales tax
3. Turn on the Toggle to Show inactive (beside the Add tax button)
4. Review the list and click on Make active, if you see the 15% tax rate
