I see that the Contractors tab is listed under Payroll. Does my client have to subscribe to Payroll to use the Contractors 1099 online invite?

To securely share their tax information with you, they'll either log in with an existing account or create a free account in QuickBooks Online. I'll explain this further to you.
After the invitation process is completed, an email provided with a link will be sent to their names. Once they click the link, they'll be routed to their existing account or a free version of QuickBooks Online.
However, if they do not have payroll, they're unable to use the Contractor's tab.

In addition, you can also pay your contractors through direct deposit. It allows you to deposit their money directly into their bank accounts, eliminating the need for them to cash a check. See this article for your reference: Pay a contractor with direct deposit.

Another option, signup for a separate Melio account for free to integrate with QBO. You can pay your 1099 contractors for free by ACH and paper checks (free for first 2 checks every month).
