I've reviewed our investigation about a "Payments can't be scheduled right now" message displaying when trying to schedule bill payments and can confirm our Product Investigations team has closed it with notes stating that the product is working as designed.
If you're encountering the message, you'll want to try waiting 24 hours, then scheduling your payment. In the event you continue encountering the message, you can try performing the browser troubleshooting steps mentioned in IrizA's post.
If it persists after performing our recommended troubleshooting processes, you'll want to continue getting in touch with our Customer Care team and reference the investigation's case number (INV-105888). This will enable the agent you're working with to pull up and review the closed investigation.

Sorry to disagree, qbo online bill payments is not working anymore, attaching evidence. I also have evidence of a QBO care rep saying she has no access to see what the real reason of the problem is, she can only suggest to try again later, its been 2 weeks. By the way QB keeps charging me for my monthly premium bill pay subscription…
