Hi there, @lynn47.
I have checked this option, and it works fine. There are times that the saved data in the browser's cache will become outdated over time and will cause odd behavior to the program. I'd recommend performing the browser troubleshooting method to fix this.
Let's begin with using a private browser when logging into QuickBooks Online. Then, create a test invoice and select the option Save and New. If a new blank Invoice window appears right after clicking that option, you can go back to the regular browser and clear the cache. However, if it's not, you can use another supported browser as an alternative.
Here are the shortcut keys to access an incognito browser:
I've added a screenshot to show you the available options when saving an invoice.
I've added this article for your future task about creating multiple invoices from an estimate: Set up and send progress invoices in QuickBooks Online.

The Save and Send works correctly as you described. However, my issue is with the Send and New. This does not bring up a new invoice. It brings up the same invoice (even if I hit Save and New afterwards).
This is definitely a new bug as I never had this problem in the past.
Any more suggestions would be greatly appreciated!
Thank you for getting back to us and clarifying your issue, @lynn47.
This behavior may cause by browser issues. Just to clarify, have you tried accessing your QuickBooks Online (QBO) account using a different or a private browser? If you haven't yet, I encourage you to do so. This way, we can verify if this is a browser data issue. You can follow the shortcut keys provided by my colleague MarsStephanieL above to open a private browser. If this works, it means that you need to clear the browser's cache so the system can start fresh.
However, if the issue persists after the troubleshooting steps, I highly recommend reaching out to our QuickBooks Support Team. They can further investigate this matter and provide other troubleshooting steps to get this resolved. They can also create an investigation ticket if other users are experiencing the same issue. Here's how to reach them:

In the future, you might want to set up and use Invoice with Google calendar to import your calendar events to your invoices so you can bill for your work. For more details, feel free to check out this article: How to set up and use Invoice with Google calendar.
I'm still open to your replies. Don't hesitate to leave a comment below if you have any concerns with invoices. Have a good one.
I am having the same issue. It is occurring in the App, Edge, Chrome, and Firefox. That is 3 separate caches and two different browser backends. The issue is on the Quickbooks side.
Clearing the cache or using another browser is usually the first step in resolving cache-related issues. Since the troubleshooting steps didn't work, you'll want to contact our support at this point.
I'll guide on how to reach out to them:
For the old Help menu interface, follow this article for the steps: QuickBooks Online Support.
Our agents will take a look a the system and check what's preventing the Send and new button from functioning. Though, I'd like to do it here. However, I'm unable to access sensitive information in a public space.
Another way to create a new invoice is to simply click the + New icon, then select Invoice.
If you need help recording your invoice payments after sending them, please check this article for a guide: Record invoice payments in QuickBooks Online.
Check out other help resources in our general support page. Select a topic, then look for an article of your choice.
I'm all ears if you have other questions with QuickBooks Online. You can reply here or create a new thread. I'll respond to you with the steps and details.
They just transferred me between people until the problem went away on its own. But wasting my time is a good way of getting revenge for posting about a bug. But that's OK, I'll pass this story along to my business students.
