So far, we haven't received similar issues reported. To get this sorted out, as an initial step, you can press the F5 key on your keyboard to refresh the page.
If you're still getting the same result, we can do some of the basic troubleshooting steps. You can use these shortcut keys depending on the browser you're using:
Once signed in, go back to your price rules and check if it's adjusting per customer from there. If it rectifies the issue, go back to your main portal and clear its cache to remove the browser's history or you can press CTRL+Shift and Delete key on your keyboard altogether. You may also try accessing your account using another supported browser.

WHEN I OPEN THE PRICE RULES TAB AND FINISH ADJUSTING PRICES I HAVE TO LOG OUT TO GET OUT OF THE PRICE RULES WINDOW.

I'd suggest logging in to your QuickBooks Online account via a private window. This doesn't use the existing cache files, which makes it a good place to determine if this is a browser-related issue.
Here are the keyboard shortcuts:
Once signed, access your price rules. If you're able to do so, let's clear the cache of your browser. This helps remove its stored cache so QuickBooks will perform efficiently.
If private browsing doesn't work, I'd recommend using different browsers. They'll provide you the best and most secure experience with QuickBooks. For more details, see this article: System Requirements For QBO.

Since the troubleshooting steps shared by my peer above didn't work, I recommend contacting our QuickBooks Support Team again. This way, they can further check on this matter and provide other troubleshooting steps to get this resolved. They can also create an investigation ticket if other users are experiencing the same.
