It’s me- I am employee but changing it to someone else, so I am logging in as primary, but i don’t have an arrow next to the action column so I can’t change it.

Press Ctrl + Shift + P (Mozilla Firefox).
Press Command + Shift + N (Safari).
After that, follow the above steps to transfer the Admin role. If you're able to transfer, you can clear the cache of your regular browser to start on a clean slate. This process helps the browser to fetch the latest version of the webpage and a faster browsing experience.

Speaking of taxes, here is an exasperating story re. customer support. I have tried for months and at least 6 times to have my old accountant removed as Primary Admin from our QBO account. I followed the online support instructions, submit the required form and talked to an agents. I have even submitted photo IDs, corporate documents and a signed authorization letter multiple times.
I'm out of ideas so airing the dirty laundry on FB and other social media in hopes Intuit can escalate this issue; I am sure there is a backlog ticket that will never get assigned otherwise. Prospective customers, please ensure your set yourself as Primary Admin - it will save you hours and hours of frustration later on with Intuit support. I will repost if this triggers a resolution.
I'm here to ensure you're able to change the primary admin on your QuickBooks Online company.
You must be the current primary admin on the account in order for you to transfer the role to someone. If the person you're adding isn't a QuickBooks user yet, you'll have to add them as a new user. After that, you can already transfer the primary admin role to them.
Search for the user you want to make the primary admin.
From the Role column, ensure they are listed as Admin. If they’re not, click on Edit to change their role to admin.
Choose the small arrow ▼ in the Action section. Then, hit Make primary admin.
For security, we send a verification code to the phone number or email on file for your account. Once you receive the verification code, type it in and choose Continue.
Click on Make primary admin again to confirm the change.
Logout of QuickBooks.
The user should get the invitation email from us. Once received, ask them to click the link and accept the invitation to be the primary admin.
