Hi, long time user first time caller.
We have our paypal account linked. Currently transactions that Paypal's system sees (for example) on March 1st at 2:52AM are being brought into QuickBooks Online with a date of February 28th.
I believe we had an issue with this previously and found a time zone issue that moved items a few hours behind, but looking at it now I can't figure out what this is or how to correct it. Any advice on how to make sure these transactions are brought in at the correct time and date?
I checked our paypal account settings, we are set for our current time zone (GMT -4)
Haven't found where any time zone settings might be in QBO.

Please keep in mind that the time of the reports and other transactions displayed in QuickBooks is determined by the timezone assigned to your address in Account and Settings. That being said, this will be based on what you've set up on your computer. I suggest changing the time in your computer settings to ensure that the transactions from Paypal's system and QBO match.
Here's how for Windows 10:
1. At the bottom-right of the screen, click on the time and select Adjust Date/Time.
2. Turn on Set time automatically and Set time zone automatically in the Date & Time tab. If you don't want to turn them on, make sure to choose the correct Time Zone from the Time Zone drop-down menu.
3. Close the Time & Language window.
For Windows 7, 8, & Vista:
1. At the bottom-right of the screen, click on the time and select the Change date and time settings link.
3. Make sure the date and time are correct, then hit OK.
4. Click the Change time zone button.
5. Choose the correct time zone, then click OK.
6. Hit OK to close the Date and Time Settings window.
If the issue persists, I recommend contacting our QuickBooks Support Team. They have the tools to review your account in a secure environment and investigate the cause of the incorrect time zone.

It seems like it was likely an issue on PayPal's side. We have access to a separate paypal management website, and the timezone was set to Pacific time instead of Eastern time. We have changed it over, so hopefully this takes care of our issue!
Did this fix it? Would you mind saying where in PayPal you found that setting (what "PayPal management website")?
I have been struggling for years with PayPal transactions coming into QBO (through Connect to PayPal) in GMT time, when I am in GMT-4. So, for the last 4 hours of the day, they come into QBO as the next day.

The time of the reports and other transactions shown in QuickBooks Online is based on how you set it up on your computer. Specifically, this information is determined by the timezone assigned to your address from the Account and Settings. Make sure to properly select the time for your transactions from PayPal's system and QBO match. To do so, you can go through the steps provided by my colleague ChristieAnn.
It'd be best to get in touch with PayPal Support to learn more about their management website. This also allows them to look into it more thoroughly and provide you with the next steps to take.

Yes, this did solve our problem. Things are now coming in on the correct day, so revenue is recognized in the correct month. Hope it helps you too!
The management paypal site I went to was here: https://manager.paypal.com/
I believe the only reason we have access to that is because we had to for our WooCommerce website in order to process recurring payments. They required some special setup through a pro payments system, which is managed through the URL above. If you don't use the same WooCommerce platform it may be a different issue, I can't speak to how it works for other systems.

We've been having this issue, too! Did you ever find a solution? I tried that PayPal Management link the OP listed but we don't have access to it.
